Oxford Owl has lots of short English eBooks available to read or listen to. The books come from various series of the Oxford Reading Tree, which starts with very short books used in primary schools in the UK.

Free Phonics Computer Game

Teaches the main phonics sounds and how to blend them into words / sentences. It's fun, motivating and should help children become familiar with the  sounds of English letters. You will probably not learn to read with this game alone (the main thing you need to do is read), but it should help. p.

Blippi - For Little Kids

This is a link to the 'Blippi' Youtube channel. It contains videos of what is probably best described as educational play. Blippi is a man who acts like an enthusiastic toddler, doing things like playing with toys and visiting playgrounds. When I saw my two year old son watching it, I wasn't sure but I think there is real learning potential to Blippi. I changed my mind about this when I took my son to the park and he was walking around saying things like 'this one's really colorful', 'This slide's really cool', 'You first'. All things he had never said before and all learned from Blippi because he loves watching this video
